EU Adopts 14th Package of Sanctions Against Russia: A Comprehensive Crackdown

As the Russian aggression against Ukraine persists, the European Union (EU) remains resolute in its commitment to limit Russia’s sources of revenue and capacity to wage war. The EU’s 14th package of sanctions, adopted today, targets key sectors of the Russian economy, including energy, finance, and trade. Let’s delve into the details:

  1. Liquified Natural Gas (LNG):
    • To prevent EU facilities from transshipping Russian LNG to third countries, the EU prohibits reloading services of Russian LNG within EU territory for transshipment operations. This applies to ship-to-ship and ship-to-shore transfers, as well as re-loading operations.
    • New investments and provision of goods, technology, and services for LNG projects under construction (such as Arctic LNG 2 and Murmansk LNG) are also prohibited.
    • Import restrictions are introduced on Russian LNG through EU terminals not connected to the natural gas system.
  2. Anti-Circumvention Measures:
    • EU parent companies must ensure their third-country subsidiaries do not engage in activities that undermine sanctions.
    • Due diligence mechanisms are required for EU operators selling battlefield goods to third countries, preventing re-exportation to Russia.

The package includes restrictive measures targeting 116 individuals and entities responsible for actions undermining Ukraine’s territorial integrity. These measures involve asset freezes and travel bans.
