Clayton County Water Authority receives national recognition for budget and environmental excellence

The Clayton County Water Authority (CCWA) has been honored with two prestigious awards for its outstanding performance in budgeting and environmental management. The CCWA’s Finance Department received the Distinguished Budget Presentation Award from the Government Finance Officers Association of the United States and Canada (GFOA), while the CCWA’s Wastewater Department received the Platinum Peak Performance Award from the National Association of Clean Water Agencies (NACWA).

CCWA’s Finance Department earns 13th GFOA Distinguished Budget Award

The GFOA Distinguished Budget Presentation Award is the highest form of recognition for governmental budgeting. It reflects the commitment of the CCWA’s finance staff to being good stewards of the financial resources and adhering to the highest standards of governmental budgeting. The award also includes Special Distinction for Presentation of Performance Measures, which is awarded for excellence in the reporting of one of two primary topics: Performance Measures and Capital. This is the third time CCWA has received Special Distinction for this category.

Clayton County Water Authority receives national recognition

To receive the award, the CCWA had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well an entity’s budget serves as a policy document, a financial plan, an operations guide, and a communications device. The CCWA’s budget documents were rated “proficient” in all four categories, as well as in the 14 mandatory criteria within those categories.

The CCWA is one of only 1,328 entities in the United States and Canada to receive the award for the fiscal year beginning July 1, 2022. The CCWA has received the award for 13 consecutive years, demonstrating its consistent dedication to sound fiscal management and transparency.

CCWA’s Wastewater Department receives 12th NACWA Platinum Peak Performance Award

The NACWA Platinum Peak Performance Award is a prestigious honor that recognizes public wastewater treatment facilities for achieving 100% compliance with their National Pollutant Discharge Elimination System (NPDES) permit for an entire calendar year. The award showcases the commitment of the CCWA’s wastewater staff to protecting public health and the environment through exceptional wastewater treatment.

The CCWA operates four water reclamation facilities that treat an average of 20 million gallons of wastewater per day. The treated water is either reused for irrigation, industrial, and environmental purposes, or discharged into local streams and rivers. The CCWA has implemented various sustainability practices and technologies to ensure the quality and quantity of the water resources in the county.

The CCWA is one of only 104 facilities in the nation to receive the award for the 2022 calendar year. The CCWA has received the award for 12 consecutive years, demonstrating its consistent excellence in wastewater treatment and environmental stewardship.

CCWA’s General Manager expresses gratitude and pride

H. Bernard Franks, the CCWA’s General Manager, expressed his gratitude and pride for the achievements of the finance and wastewater departments. He said, “These awards are the result of the hard work and dedication of our staff, who strive to provide quality water and services to our customers and community. They also reflect our vision of being a world-class water utility that is recognized for excellence in all that we do. I am very proud of our team and their accomplishments.”

The CCWA is a public water utility that serves more than 280,000 residents and businesses in Clayton County, Georgia. The CCWA provides water, sewer, and stormwater services, as well as water conservation, education, and recreation programs. The CCWA is governed by a Board of Directors composed of seven members appointed by the Clayton County Board of Commissioners.
